DTE's Winter Protection Plan (WPP) is designed to prevent service disconnection during the heating season, November 1 through March 31, for income-qualified customers and seniors age 65 and up (with a limited grandfather note for some age-62 customers — verify on DTE's page).
During WPP, income-qualified customers must pay at least 7% of their estimated annual bill each month. Seniors are encouraged to keep paying something so the spring balance is not a shock. DTE states that if you enroll in WPP you will not be able to apply for State Emergency Relief while enrolled.
